New Framework Planning: What NDIS Participants Need to Know
The Australian Government has announced changes to how NDIS plans will be created, introducing what is called New Framework Planning.
In the coming weeks, all NDIS participants, families, and representatives will receive an email explaining the changes and how they can share their feedback.
Here’s what this means for you.
What Is New Framework Planning?
New Framework Planning is a new approach to creating NDIS plans. It is designed to:
-
Make plans fairer
-
Improve consistency in funding decisions
-
Make budgets easier to understand and use
-
Reflect feedback from people with disability, families, and carers through the NDIS Review
From mid-2026, the National Disability Insurance Agency (NDIA) will begin introducing the new planning process with a small group of participants.
The rollout will happen gradually over several years, meaning many participants will not notice any changes immediately.
What You Need to Know Right Now
-
✅ You do not need to do anything at this stage
-
✅ Your current NDIS plan will remain in place
-
✅ You will be contacted before any changes affect you
-
✅ Children under 18 will not be included in the initial rollout
The transition will be staged and carefully managed.
What Is a Support Needs Assessment?
A key part of the new planning process is the Support Needs Assessment.
This is a guided conversation with a trained NDIS assessor to better understand:
-
Your disability support needs
-
How your disability impacts daily life
-
The supports required to achieve your goals
The information gathered will help create a budget that is:
-
Fairer
-
More consistent
-
More flexible
Importantly, NDIS plans will continue to be approved by trained NDIA staff — not automated systems.
Benefits of the New Planning Approach
The new framework aims to provide:
✔ More Time to Be Heard
Participants will spend more time with trained assessors to explain their needs in a way that works for them.
✔ Clearer Planning Conversations
The process will focus directly on support needs and individual goals.
✔ More Consistent Decisions
Clearer NDIS rules and processes will support fairer outcomes.
✔ Simpler, Flexible Budgets
Plans will be easier to understand and use.
Participants will continue to have the right to request a review of their NDIS plan, including external review through the Administrative Review Tribunal.
Have Your Say: Consultation Now Open
The Department of Health, Disability and Ageing is working with the NDIA, state and territory governments, and the disability community to develop the detailed rules that will guide the new planning framework.
Public consultation is open until 6 March 2026.
Participants can:
-
Share feedback through the NDIS Rules consultation on the Department’s Citizen Space platform
-
Join workshops and testing activities through the New Framework Planning Pool via NDIS Engage
This is an opportunity for participants and families to help shape how the new system works.
